上海市外国机构服务处经上海市人民政府批准,成立于1975年8月,隶属于上海市人民政府外事办公室。上海市外国机构服务处是本市唯一的外国驻沪领事机构、新闻机构等中国籍雇员劳动用工的归口管理部门。为适应改革开放的需要,于1994年8月成立了上海市外国机构服务公司。
上海市外国机构服务处(公司)自成立以来,始终秉承“热忱、优质、高效”的服务宗旨,竭诚为外国驻沪领事机构、外国新闻机构、外国人学校等100余家外国(境外)机构提供全方位、高品质的服务,为驻沪领事官员、新闻记者、国际友人提供了工作和生活上的极大便利,有力地保障了各外国(境外)机构在沪工作的顺利开展。
一直以来,上海市外国机构服务处(公司)与时俱进,不断创新服务理念,拓展服务领域,提升服务水平,业已发展成为拥有近2000名员工,服务涉及外国(境外)驻沪机构人力资源服务、外交人员免税商品供应、领字号牌车辆综合服务、外籍雇员服务以及中国公民因私出入境签证服务等的综合外事服务机构。
Shanghai Foreign Agency Service Department (SFASD), approved by Shanghai Municipal People’s Government, was established in August, 1975. SFASD, affiliated to Shanghai Municipal People’s Government Foreign Affairs Office, is the only specialized administering department in charge of the labor employment of the Chinese employees of the foreign consular posts and news agencies in Shanghai. To meet the need of China’s reform and opening up, Shanghai Foreign Agency Service Company was built in August, 1994.
Since its establishment, Shanghai Foreign Agency Service Department (Company) has been adhering to the service principle of “Enthusiasm, Quality and Efficiency” to provide all-round and high-quality services for more than 100 foreign consulates general, foreign news agencies and foreign schools in Shanghai. Its service has not only brought great convenience to those consular officials, foreign journalists and friends who are working and living in Shanghai, but also strongly ensured the smooth operation of foreign agencies in Shanghai.
In recent years, SFASD has been advancing with the times to continuously improve its innovative service concept, broaden its service fields and enhance its service quality. Presently, with nearly 2,000 employees, SFASD has become a comprehensive foreign affairs service unit, with its services covering human resources service for foreign agencies in Shanghai, duty-free goods for diplomats, integrative service for vehicles with consular licenses, service for foreign employees, visa application service for entry and exit of Chinese citizens and so on.
