The Shanghai Municipal Human Resources and Social Security Bureau released the Circular on the Adjustment of the Standard of Minimum Salary in Shanghai (Hu Ren She Zong Fa [2016] No.11) on 30th March 2016, and the Circular on Adjustment of Several Standards of People’s Livelihood Security Treatment, announced by the Bureau on its official website on 31st March 2016, as below:
I. As of 1st April 2016, the minimum monthly salary will be adjusted from RMB2,020 to RMB2,190, while the minimum hourly wage will be adjusted from RMB18 to RMB19.
II. The guidelines for salary growth of enterprises in Shanghai for the year of 2016, jointly determined by the Shanghai Municipal Human Resources and Social Security Bureau, the Shanghai Municipal Federation of Trade Unions and other relevant departments by taking into consideration such circumstances as economic development, consumer prices, employment and salary levels in the municipality, are as below: the average level of salary growth will chalk up by 9%, the upper level of salary growth will register an increase of 14%, and the lower level of salary growth will record a 4% rise.
